Act No. 20 of 2003 on National Education System in article 45, paragraph 1 mandates that every formal and nonformal education units providing facilities that meet the educational needs in accordance with the growth and development of potential physical, intellectual, social, emotional, and psychiatric participants learners.
In this era of globalization the responsibility of the education unit is to prepare students to face challenges in a rapidly changing society. One of the challenges faced by the learners is to become learners achievement and quality. Education units as an institution which organizes formal education, has a very crucial role in maturing the child's effort as a useful member of society. Each type and level of education have an instructional purpose each of which is essentially a feature of the development of an optimal outcome for a man Indonesia in accordance with the type and level of education which he passes.
UNESCO explains that education in this century should be oriented towards the achievement of the four pillars of education is learning to know, learning to do, learning to live together, and learning to be a valuable benchmark for the alignment of the practices of education in Indonesia, ranging from the curriculum, teacher , the learning process, facilities and infrastructure, up until assessment. The point is that learning is not simply introduce the values of (learning to know), but also be able to raise appreciation and encouraged to apply those values (learning to do) is done in a collaborative (learning to live together) and make students confident and appreciate her (learning to be).
In an effort to improve the quality and increase competitiveness nationally and internationally as well as at elementary and secondary education, it has established the importance of international education, both for public and private schools. Associated with providing education of international standards, then: (1) international standard of quality education (quality) is the education that can reach national and international quality standards, (2) an efficient international education is education that produces graduates optimal quality standards ( national and international standard) with minimal funding, (3) international education should also be relevant, namely that education should be tailored to the needs of the students, parents, community, environmental conditions, school conditions, and kemampun local authority (district / city and provincial), and (4) international education must have high competitiveness in terms of educational outcomes (outputs and outcomes), process, and input schools both nationally and internationally.
